[A/S] Window Question

Here is a question I hope someone can answer.

My wife Toni and I have a 1977 Safari in really great shape. But we are
having a problem with one of the bedroom windows.  When we close the window
and move the locks at the bottom up to lock into the slots in the window
frame --- then it is very difficult to turn both of the chrome levers down
to lock the window shut. They both seem very stiff and I'm afraid I'm going
to break them when I muscle them down.

Hopefully I've been able to describe my situation.

Question:  	What's wrong?

Question:	Or maybe, what am I doing wrong?

Ouestion:	Is there some way to adjust them so they are not so tight?
