I've seen a similar problem on both my '69 Safari and '74 Argosy.  It's
caused by water in the window sitting for long term and corroding the shaft
of the lock.  You can remove the lock and clean up the shaft or use lots of
oil and hope that the aluminum oxides don't wear things too badly.  Removing
the lock is just a matter of removing a few nuts.  Clean the shaft and the
housing interior with one of the green scouring pads.  Oil and replace the
unit.  It should work fine.

Be sure the seals around the window are like new and that water isn't
entering and filling the window channel.  I've found that continuous leaks
through the shaft assembly eventually make it to the floor and cause those
horrible soft spots! :)
