NTSB, maybe? A federal agency, but they might be trying something out on the
state level.

A couple of years ago, I was stopped (in 'Collie-fournya', as Arnold says)
on the return leg of an 1100 mile 'maiden voyage' with the 1,000lb 'Burro'
behind the '99 Plymouth Prowler... apparently the trailer's license plate
had fallen off somewhere along the way; but the trooper said he would have
pulled me over anyway... a) to check out the rig, and b) to verify that the
Prowler's hitch was rated for the Burro. I didn't question him about the
regulations concerning trailer/tow vehicle capacities, but apparently they
have something to back up a highway stop.

One of my worst white-knuckle experiences was earlier that same year, towing
an unladen 24' flatbed from Las Vegas to Reno with the Durango - power,
brakes, torque all more than adequate, but no load-distribution or sway
control... the unladen trailer was really, really squirrelly in the brisk
cross-winds and turbulence of passing semis.
