I called him and talked to him... he is over at Cornell U but has seen several
of their "lockdowns" where they choose something and start pulling over anything
that matches.  On a couple of occasions, they have latched onto travel trailers
but let the Excursions w/Airstreams drive on thru, stopping the Tundras with SOB
(lord, tact! me??? whew!!) on the back instead.

He said he was caught in the backwash until he could get free and he said it was
very obvious what they were going after. Big rigs with TT, etc being passed on
by, little tow vehicles with virtually anything but popup tent trailers were
being pulled over into a service lane and going thru scales, etc.

anyway, I asked him if that was the NY DOT doing that and he promptly cursed me
for screwing up his memory in that he was just about to tell me who was
promulgating the enforcement and it shore wasn't any DOT...

perhaps someone else can provide the name of the org and we can contact them.
ideally, someone in the NY State WBCCI unit???
