 Gerald already described how the time-based controllers operate; the
"timer" is built in to the controller.

Yes, they don't work quite as nicely as the inertia-based controllers,
but they DO work. Even Champion Trailers
(http://www.championtrailers.com) says that "they're simple, and
sometimes, simpler is better". I believe that Terry Tyler uses one, and
he's towed as much as probably anyone on this list.

Trailer brakes generally 'change' as they heat up; the instructions with
my Tekonsha Voyager point out that you need to get the brakes warm
before finalizing the settings. I found that a bit of experimentation
was in order to get both the 'agressiveness' and the 'power' settings to
where the brakes worked pretty transparently. It took nearly all of a
20-mile trip on back roads, with extra stops thrown in to get it right.

You're right that you never, ever, want your trailer brakes to lock.
EVER! If you want a thrill, find a frozen-over parking lot, get your car
going about 20 MPH, and apply the parking brake to lock up the rear
wheels. You'll be spinning round and round INSTANTLY!
