 You've made the point: not all operators at propane filling stations
are well-trained and careful, so tanks DO get overfilled. The OPD valves
are like a lot of other things that have become required in today's
world, they simply compensate for or protect from ignorance,
carelessness, or whatever. If your tanks are always filled by careful
operators, you've never seen the need for OPD valves. But, if you've had
them filled by some 16 Y.O. kid at a campground who was more interested
in watching the girls at the pool than the scale under your tank, you'll
appreciate the need.
