[A/S] Paint and Wallpaper

Two quick questions, thinking of doing some minor upgrading to 
our '79 Safari - First - has original wallpaper in bathroom, what can 
be done to freshen or update the look of the 70's flower pattern?  
Can it be painted or wallpapered over or striped off?  

Second - can plastic celing and walls be painted? Will latex paint 
stick or eventually peel off?
