Breakers have an inverse time relationship.  That means that the higher the 
overload current, the quicker the breaker will trip out.  This "circuit" is in 
addition to the dead short sensing also included.  Ground fault/arc fault circuit 
interrupters add additional protective capability.

A smaller breaker would lead to nuisance trips.  The right breaker would work the 
best, and proper sized wiring is the best way to keep it working.

Of course, ANY outside receptacle is required to be on a GFCI.  That includes 
receptacles in the garage, incidentally, as well as decorative lighting/ice melt 
receptacles in the soffits and eaves.  Used not to be required if outlet was 
above eight feet above finish grade, but changed a couple of codes ago.  Guess 
too many folks got knocked off aluminum step ladders while putting up the 
Christmas lights.
