Verna,
I don't know how large the shroud is but you will be ahead of the game 
to drill out the rivets. You won't hurt anything. And chances are the 
rod has just become disconnected from the valve shaft in some way and 
you will be able to do a simple or  temporary repair or get the vice 
grips on it as suggested. Just save the pieces for whoever does your 
final fix.
