On our Trailer the rod actually screws into the valve and then there is a 
cotter pin to keep it from unscrewing.  Try to line it up and screw it back 
in.  Failing that get a pop rivet tool, some 1/8" rivets and a 
drill.  Drill out the rivets from the bell pan close to the outlet valve 
and lower the pan, reattach the handle and rivet the pan back in place.
