Barbara, there was some talk about water leaking from the 
temperature/pressure relief valve on the water heater.  If you have a leak 
there, give this a shot.  There is supposed to be a cushion of air at the top 
of the water tank.  If the tank is full of water and does not have this air 
cushion, when the water is heated it will expand and open the relief valve 
due to over pressurization.  To regain the air cushion, shut off the water 
supply, open a hot water faucet, then open the lever on the pressure relief 
valve on the water heater.  This should drain any excess water from the water 
heater.  You may want to give this a try if you think your pressure relief 
valve is leaking.
