Hi
    We tow a 1977 Sovergien with a 2001 Excursion,  It is only 2 wheel drive
 with the V10 gas.  We get 9 mpg pulling ( which I feel is good ) and then
12.5 city and 16 highway not towing.  If you are getting 21 mpg I think
maybe I got the wrong engine.   Anyway the Excursion pulls with out any
problems it pulls so easy you almost forget you have a 31 foot tail behind
you.
