Around here the approach to recertification is mostly visual. If 
the tank has a sound appearance, it is filled and that's the end of 
it. But if the refiller is concerned, he will go to the testing 
stage. He also knows the local shops and is confident with their 
judgement. But I guess this could catch up with us. Farther on down 
the road we could be refused refill service. Althou it hasn't 
happened yet. Arnie
