You don't need to turn the cylinder upside down to empty it, it will turn to
vapor when vented to the atmosphere, if someone turned it upside down thats
fine, but mostly for show although it would tell you when it was empty if it
didn't freeze up first. A competent LPG service would not vent it to air,
instead they would pump it out of the tank before filling.
Another question, how are you guys that are doing this yourselves getting
them re-certified?
