Greg,
  I don't think anyone is doing the valve change themselves, the 
discussion started over someone having a tank ruined because the valve 
had "frozen" to the aluminum cylinder and the threads were destroyed 
upon removal. My advice was that if you're worried about it, break the 
valve loose yourself so that the "Expert" at the propane place wouldn't 
ruin your nice aluminum cylinder. Then, take it to them and let 'em 
change the valve and recertify the cylinder. I think the recertification 
  is no more than a visual inspection (inside and out), then restamp the 
date on the collar.
