I had a couple of tanks reworked in SD a couple of years ago before 
entering Canada. I was surprised to see the guy pouring a liquid into the 
tanks just before filling them with propane. I asked what that was for and 
he explained it was alcohol and it was to absorb any moisture in the tank.
