I'm pretty sure that what you have is vulkum applied with a putty 
knife.  I have the same thing on every seam and penetration on the 
roof of my 71 Safari. After much trial and error, my method is to use 
a very sharp wood chisel and very carefully remove as much vulkum as 
possible.  Stop before you actully get to the aluminum. Then, use Bix 
spray-on paint remover.  Let it set for about 20 minutes and scape of 
with a plastic putty knife.  It sometimes takes two or three 
applications but works very effectively.
