Try lots of paint thinner ( mineral spirits ) and about 8 rolls of paper
towels. See if it will soften it and then dissolve it. Don't use any
kind of metal thing to scrape it off, you will just scratch the
aluminum.  I suspect it is Vulkem sealant, the standard for AS's. 

On the other hand, since you have a real oldie but goodie, you may want
to allow the polishing bug to bite you and have a gorgeous shiny AS. In
that case, whatever the gunk is will come off with the polishing.

Never done polishing, not going to do 29'... but I know some folks who
seem to like it a lot...
