Well depending on how far you want to drop the hitch, there is another option.  
I just purchased a drop receiver hitch, it had a drop built into it specifically 
to clear a drop bumper that was mounted to the rear of my F350, which sat pretty 
high in the first place. I believe that it mounts 2" lower than a standard 
receiver would.  Mine was a Reese Titan. but I know that drawtight make one
as well from the research I did before buying.

It sounded like the intended drop was to go further than that though..
