Hi Jerry, Do both valves feel the same when you push them in & out? 
Do both handles travel about the same distance? Some times some paper 
or some thing else gets stuck in the valve which stoppes it from 
closing all the way & that can give you the condition you discribed.
I had to have one of my valves replaced about 10 years ago. They 
removed a belly cover & the valves were right there. It looked like a 
hard messy job & was well worth the 2 or 3 hundred dollars I paid to 
have them relaced. There is a place called RV's of Sacramento on El 
camino Ave that a few people I know recommends their work. Maybe they 
would check it out for you. Their phone # is 916-648-1314. You also 
need to put a lubracant in your tanks to keep the valves working well.
