[A/S] Carpet & Tile

Hi Everyone

   We are about to put down some new carpet and have a question....Do we 
use the adhesive on the outside edges only  ?  Do the whole floor ?  or 
use double faced carpet tape ? 
Anyone have an answer for this ?
   Also we have put down a new sub-floor in the kitchen and I want to 
put vinyl tile down , do I paint the floor with Kilz to seal it first ?
   Need all the help we can get here.  Thanks in advance.
