Gerald,
     I understand that they work in transferring the weight forward on the
tow vehicle (and back on the trailer).  I certainly can't explain the
physics, but the effect, such as in the extreme case you cite, is to elevate
the point at where the trailer is attached to the tow vehicle (the ball).
It sure seems that this will reduce, not increase, the weight on the ball.
