Tom, the load equalizing bars are pulled UP towards the trailer frame
(with chains capable on only handling tension), so they add pressure to
the ball. Further since they are attached to the back of the tow vehicle
and can't bend at the attachment, they work as levers to twist the tow
vehicle down in front and up in back to help level it. Their function is
to counteract some of the load on the rear of the tow vehicle and put
some of it on the front. Hence the moniker, "load equalizing hitch."

In the extreme case, sturdy equalizing bars have been demonstrated to
transfer enough weight that the rear wheels of the tow vehicle need not
be attached. Which would be practical, except for steering, with
something the likes of the Oldsmobile Toronado which was demonstrated
that way once.
