Toby,
 Bill Wescott has said that anything over 25 years old will probably
have to have the axles replaced. The rubber "springs" go to pot after a
long time. It's actually the same with many/most leaf-spring axles,
those get tired also.

I'm not sure how you tell if they're 'bad'. There'll be little wheel
travel when you bounce in/on the trailer or hit a bump, and the wheel
will be closer to the wheel housing than it should be. The problem is
that they don't go 'bad' all at once, they're just like us, they loose
their 'spring' over the years. <<grin>>
