Actually, 'too much' tounge load won't hurt stability at all, will in
fact help it. However, it'll cause other problems such as hitch
breakage. See Sherline's site for stories of disasters due to too much
tounge load.

Look at a semi-truck/trailer rig sometime. Nearly 50% of the trailer's
weight is on the 'tounge' and they don't ever sway that I've seen.
Fifth-wheel travel trailers and gooseneck utility or horse trailers
don't sway either; they have at least 15% of the trailer's weight on the
tounge. Of course, the other secret to their success is that the pivot
point between tow vehicle and trailer is close to or over the axle of
the tow vehicle. That's why you want your ball mount to be as short as
possible.
