 You have it nailed exactly. The water runs away from the solids,
leaving a more or less solid lump.

Soaking, while using a non-formaldehyde RV toilet chemical might help,
as will 'agitation'. Fill the tank 1/3 with water, put in the chemical,
and take it for a drive for a while. Empty it immediately. If it's
severe, try a repeat application.

They sell 'wands' that you can put on the end of a hose to wash out the
tank, but that shouldn't be necessary if you can move the trailer.
