It would require no electricity at all if you figured out a way or use a
heater that heats the bottom 12".  Maybe reflectors?  A small catalytic
heater at the floor?  Natural convention would then circulate air and mix
it so it was evenly distributed.  This works great in my two story
super-insulated solar-powered home.  A simple wall heater on the downstairs
family room heats the whole house evenly and comfortably.  (Ripped out a
120,000 BTU central heating furnance that was not doing the job.)
