Although being cautious or conservative is a good idea, I don't think it is
a requirement with the subject electrical components.

Note that safety factors are built in to the ratings of electrical wire,
insulation, and related components. Hence operating them at their "limits"
is actually operating them below their physical limits.

However, one must recognize that some loads can actually draw more current
than their nominal values, which could (under some conditions) possibly
overload otherwise adequate wiring.

Operating close to the "hairy edge" could (but most likely will not) cause
fuses to blow or circuit breakers to trip.  Such a situation can be very
annoying, to say the least.
