re- the popped rivet: inside rivets are "pop" rivets and very easy to 
replace, using a standard rivet tool and rivets, both available at a 
hardware store. You drill out the old one with the smallest bit that 
will work (usually ~ 5/32). I carry an assortment of rivet diameters, 
colors and lengths. Most interior skin repairs can be fixed with short 
1/8 or 3/32, medium length for attaching to a rib, and long to join to 
wood paneling.

Exterior rivets are a different style known as Olympic rivets. They are 
more expensive, not available at the hardware store (some Airstream 
dealers like Oasis RV in Tucson or other on-line sources are your best 
bet), but almost as easy to install. Drill out the old one and use the 
same basic rivet tool to install the new one. The Olympic rivet will 
flare out behind the pieces you are joining, providing a very strong 
connection. You will be left with the rivet shank exposed. There is a 
special rivet bucking tool available to trim these for $75; but I use a 
Dremel tool with a cut-off wheel. Cutting with a snips and filing works 
for one or two.

If you are shearing rivets with any degree of regularity it may be 
indicative of a bigger problem, such as trailer suspension that needs 
work.

re: your popping circuit breaker- A/C needs to run on a 30A circuit. 20 
amps isn't enough to push your A/C and will eventually damage it.
