It is not uncommon on those years water heaters to have a corrosion 
problem. Atwood depended on the frame of the burner assy. for return 
ground to the circuit board. Often times disassembly, cleaning and 
reassembly of the burner will work to cure the problems you describe. 
Certainly a place to start before you start throwing parts at it.
The electrode bracket mounting screw that hold it to the burner tube is 
a prime offender.
