The water heater is designed to have a cushion of air at the top of the  
tank.  This allows for the thermal expansion of the water in the tank while  it is 
being heated.  From time to time, this cushion of air is lost and,  when the 
water is being heated, the pressure/temperature relief valve will open  to 
allow the water to escape and maintain an acceptable pressure/temperature  within 
the tank.  
 
If you loose this cushion of air, you should do the following:
1) Shut off the water supply to the trailer,
2) Open a hot water faucet, 
3) Lift the lever on the T/P relief valve and allow the excess water to  
escape.
4) Close the T/P valve, close the hot water faucet and turn on the trailer  
water supply to complete the procedure.  
 
I don't think this is your total problem with your water heater, but the  
above steps should be taken from time to time if the other functions of your  
water heater are normal.
