You can purchase a new ballast which usually costs almost as much as the
entire fixture.  They are mounted with several pop rivets which requires you
to drill out the old one's before you can do the repair.  Waste of time and
money.  Just buy a new one.  Take the old fixture out before you order new
one.  If it is surface mount you just need to cover the old holes, however,
some are mounted in a cut out.  A good source is Northern Arizona Wind & Sun
