Sometimes I find taking the tube out and turning it end for end helps.
These tubes don't last very long in the trailer environment.  Try a new
one before  giving up on the fixture.  I have had a fixture fail also (err
that is to say I broke it while reinserting a tube).  B^0  Good luck!
