Here is our challenge and solution to date:  Last June, my wife had a 
stroke which affected her right side.  This April we started using our 
trailer again.  The original owner purchased the deluxe double step 
which puts the bottom step within a few inches off level ground, but has 
a 7" rise on each step.  I made a wooden flight of stairs with four 3 
1/2" rise steps which fits over the Airstream step.  On a level pad this 
works and each step is only 3 1/2 high.

Regarding the tow vehicle, there is no way she can get into our 
PowerWagon with the floor about 24" above the ground even with a step 
stool.  I purchased a 1977 Lincoln Continental, 460 CI-4V, 6,000 lb tow 
rating with a 3.0 rear axle (although I have a 2.75 axle).  This vehicle 
works great for a tow vehicle, is easy to enter and exit (although our 
Chrysler Town & Country mini van is easier to enter and exit, but no 
towing capacity).  In addition, the car and trailer combination do 
attract attention.
