Waaaal, one must remember that you did say the license plates were 
from Quebec.  As well as the metric conversion, there is a language 
conversion.  The rest of Canada only has to convert to metric and 
American money, but the Quebekers are further handicapped.  As well, 
they all think they are invulnerable, infallable, and Godlike.  I had 
to live there for three plus years, and their driving skills and road 
sense are ridiculously non existant.  We are beginning, up here in 
the great white north, to be more conscious of legal litigation, and 
will in the near future, probably catch up with our Southern 
Brethern, so some of us (nine provinces and two territories aside 
from Quebec) tow a bit differently than others.  I have always been 
of the opinion that if I see a Quebec license plate, I avoid driving 
in the proximity of said vehicle, even if I need to take a second 
breakfast as the hobbits in Lord of the Rings liked to do.
