 For my 66 Ambassador, I used an Aqua Magic IV Lo-profile foot flush toilet
(campwing world part #4591) and a 2 1/2 inch riser (part #15972).  After I
removed the toilet seat, the assembly fit perfectly under my fiberglass
shelf.  I purchased a new regular home style toilet seat from my local
hardware store and attached it directly to the fiberglass shelf.  The only
modification I had to make was to the fiberglass skirt in front of the
toilet.  The skirt on mine was in extremely bad condition, so I junked it
and used a small piece of white bead board paneling and cut a hole in the
bottom to access the foot flush mechanism.  I think you could probably keep
the original skirt and just cut a hole in it if it is in good shape.
