When the tongue weight hits the ball, or in the case of the Hensley, 
when the drop bar's in the receiver, a considerable amount of weight 
is leveraged off the tow vehicle front axle and applied to the rear 
axle.  Pulling up the spring bars (with screw jacks on the Hensley) 
not only transfers that weight back to the front axle and also puts 
some of the tongue weight on the front axle, it also moves some of 
the tongue weight back to the trailer axles.

I can tell you that my rig handles MUCH better when I get the drop on 
the front fenderwell near the same as the drop on the rear 
fenderwell.  If I leave the front fenderwell higher than when 
unloaded, the truck wants to wander, and even with the Hensley, it 
will "snake" the rig down the road.
