  In most cases, you're correct that the honey dipper dumps into the 
city sewer system. A friend of mine has been in that business for many 
years and that's exactly what he does. Although it used to be legal to 
dump his truck onto farm ground, that changed many years ago in this area.

I'd imagine that the city's regulations (if they have them) are 
predicated on the fear that an open dump hole might be misused by folks' 
dumping old paint, used motor oil, etc. into the sewer system. That's 
why I'd personally not tell anyone that I installed facilities for 
dumping my black tank, just do it.
