Dan,
If you didn't have to contend with the wind then the
tarp could work, although then you have to deal with
condensation if the tarp didn't "breathe".  Most
covers will move with the wind and the tarp moving
will create friction.  A lot depends upon the type of
tarp as to how much friction is created between it and
the trailer body.

Left with the choice, I probably would go without the
tarp. Do a good Walbernize job and get that trailer
slick so that nasty weather slides off.
