Most trailers have 2 axles. The tractors have the tandems and the steering 
axle. The trailer weighs 2 or 3 times as much as the tractor, at least. You want 
the trailer to stop the tractor.  When the tractor stops the trailer it jacknifes. No 
front brakes helps, one less set of tires braking. I can also tell you if the brakes 
are there and the air cans aren't hooked up, DOT will get you.
