Bob,

  The same guy who installed mine installs 2 way systems, in fact mine is a 
2 way but for now I'm using ground return as it was paid for  a year with 
no refunds.  I searched the FCC site, probably not very good, and I did not 
find any regulation much less a law  that applies to non-commercial 
transmissions.  If I'm wrong, I'm wrong, but no one has provided any hard 
information here or from direct way and they didn't squawk when I re-aimed 
the dish and they know it is a 2 way.
