David, it's my opinion that you need to have somebody familiar with the
Jordan Ultima controller look at it to see what's wrong with your
installation. There must be a RV dealer in your area who could check it out
for you.  If you ever got it installed correctly, you wouldn't have to mess
with adjusting it for in town vs. open road driving. It's totally
proportional like the old Kelsey Hayes hydraulic-electrical controllers that
tapped into the master cylinder brake line. You are missing a good bet not
to use your Jordan IMHO.
