the question is whether the trailer is dumping into a septic tank, if so -- do
NOT use chlorine.
If it is going into a City sewer, then use the chlorine.

good question on the dump valve. that sounds far more like the source.
as stated already, keep it closed and dump/clean the BW tank once a week or
however often is appropriate.
