  I don't know how much chlorine (bleach) folks are contemplating using 
for one purpose or another, but it can't be THAT bad. Most 
municipalities use it for sanitizing the water, and it's what's 
recommended for sanitizing your F.W. tank in the spring. It's also used 
in swimming pools. Seems like a cup or 2 of bleach in the BW tank, along 
with a half-tank of water would kill whatever lives in there and 
wouldn't hurt anything.

Like most other chemicals, chlorine is fairly benevolent in mild 
concentrations, toxic in higher strengths.
