Hi Rusty,

The silver tar stuff will soften and come off with plain old paint
thinner and lots of paper towels. I didm't want to scrape because the
skin on my '73 is still pretty good.

I dunno about acid bath, sounds dangerous.  I would give the whole thing
a good wipe and gentle scrub with paint thinner.  It is good on most
crud and doesn't eat the surface.

I'll leave the rest to the rest.
