 Hello George, I had the same problem and traced it to a bad ground. 
I have a 85 Excella with breakers and I found each battery to be on a 
seperate ground, located in the panel box behind the sofa, what I did 
was jump the good ground over to the bad ground and now both 
batteries are charging. I hope this helps. Richard in Ohio
