George,
  It sounds like the curbside battery isn't connected to the other one; 
they're supposed to be in parallel. The 13.8 volts is about what a 
standard charger/converter does, charging the battery slowly, then 
slowly cooking the water out.

Two things are required:

Fix the connection

Replace the converter with an Inteli-Power w/ Charge Wizard
