You are confusing exhaust brakes with compression brakes.  Exhaust 
brakes simply increase the exhaust backpressure and the increase in 
exhaust noise is too small to measure.

Compression brakes (used on heavy trucks), change the valve timing to 
improve retardation.  The exhaust valve opens at the top of the 
compression stroke, and that produces the "noise" associated with 
compression brakes.
