Harvey,

I think I would just get them moving to assure the threads are free, then take them to 
the propane guy to remove.  There is still propane in the tank, albeit under minimal 
pressure, and that could be enough to become unpleasant if it gets loose in your shop. 
 I'd let the gas company deal with the evacuation/purge/refill cycle.
