I guess I got lucky with the $6.00/ hour guy.  Now $6.75 in CA.

He simply removed the old valves, put on new ones.  Refilled the tanks
checked for leaks and stamped an new 5 year date on them.

If the guy you went to is giving you a hassle before you even start, find
someone else.  The way I see it, the tanks will be usless with the old
valves and usless if they destroy the tanks taking them off.  So what have
you got to loose.
